A 10-quart pressure cooker capable of holding 15 PSI is the bare minimum for sterilizing grain spawn and culture media. 15 PSI = 250°F internal temperature, the threshold required to kill bacterial endospores. Stovetop is fine; electric pressure cookers (Instant Pot Max, etc.) work if rated to 15 PSI — most aren't, so verify.
